The inaugural ceremony of analytical research work by Dr Hassan Mohi-ud-Din Qadri, namely “The Constitution of Medina and the Concept of a Welfare State” that consists of two volumes and 1400 pages was held at Aiwan-i-Iqbal Lahore on January 26, 2024.

Addressing the book launching ceremony, MQI founding-leader and patron-in-chief Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri said that the constitution of Medina is the first welfare constitution of the entire history of mankind, adding that it is also the mother of all constitutions, which provides a complete guidance to run the affairs of the State. He said that the Medina Pact became the constitution of Medina and it was because of this constitution that the first welfare state of Islamic history came into being.

Dr Tahir-ul-Qadri said that his first book on the subject of the Medina Pact was published in 1999 in which he formalized 63 Articles of the Medina Pact in a constitutional language. He said that he gave the book to Dr Hassan Mohi-ud-Din Qadri and advised him to undertake a comparative study of the Constitution of Medina with the contemporary constitutions of the United States, Great Britain and some countries of Europe. Dr Hassan, he said, made the book the thesis of his PhD.

Dr Qadri said that he was happy that Dr Hassan Mohi-ud-Din Qadri did justice to the demands of research and completed his PhD. He expressed his profound congratulations to Dr Hassan Mohi-ud-Din Qadri on undertaking this path-breaking research work.

Chairman of Islamic Ideology Council Professor Dr Qibla Ayaz also spoke on the occasion and said that Muslim Ummah has got authentic material on the subject of the state of Medina through Dr Hassan’s book. He said that this research work by Dr Hassan Mohi-ud-Din Qadri has gone a long way in bringing about intellectual clarity. He said that he has read the whole book and it was his fervent request that the entire Hall should give a standing ovation to Dr Hassan and pay their thanks to him for carrying out this amazing research.

Writer, researcher and law expert, Dr Hassan Mohi-ud-Din Qadri, said on the occasion that the constitution of Medina is unique in its own way in respect of thought and the language used in it. He said that the constitution of Medina did not copy a system of any superpower of the time and it was the miracle of the Holy Prophet (PBUH). He said that had the constitution of Medina been modeled on any other existing template of the time, it would surely have led the infidels of Makkah to criticize it.

Leading anchorperson and journalist Orya Maqbool Jan said in his speech that the state of Medina is a role model for Muslims around the world in this day and age as well. He said that the Holy Prophet (peace be upon him) gathered all the tribes of different religions under one platform through this political agreement and established that Islam is a tolerant and pluralistic code of conduct whose thought and orientation doesn't admit of any extremism or radicalism or conservatism. He said that Islam respects every point of view, religion and school of thought.

Principal Pakistan College of Law, Professor Hamanyun Ehsan Advocate, said in his speech that the kind of innocence and love for knowledge that Dr Tahir-ul-Qadri had in his youth can still be found on his face. He said when he saw him today in the ceremony, he was reminded of it. He said that he was a student of Dr Qadri and is happy to share that Dr Hassan Mohi-ud-Din Qadri is his student, adding that nobody can take this unique honor away from him.

In his speech, former Federal Minister and law expert, Dr Khalid Ranjha, paid tribute to Dr Hassan Mohi-ud-Din Qadri for doing justice to the requirements of this challenging task. He said that the book will be a great source of guidance for the legal fraternity as well.

President Lahore High Court Bar Ishtiaq A Khan Advocate said in his address that Dr Tahir-ul-Qadri and his institution are rendering exemplary services to the faith and the field of knowledge.

Dr Fatima Sajjad, Chairperson of the Department of Political Science and International Relations at the University of Management and Technology (UMT), spoke at the launch ceremony of the book "The Constitution of Medina and the Concept of the Welfare State" by Dr Hassan Mohi-ud-Din Qadri. Dr Fatima stated that the young generation still views the Constitution of Medina as the ideal model for an Islamic state. She also emphasized the importance of the book for the young generation of Pakistan. Dr Fatima concluded her remarks by congratulating Dr Hassan Mohi-ud-Din Qadri, Idara Minhaj-ul-Quran, and Minhaj University Lahore on the publication of the book.

Senior lawyer of Supreme Court Azhar Siddique Advocate said that Dr Tahir-ul-Qadri has loved knowledge all his life and presented pragmatic scholarly solutions to every problem which were acceptable to all. He said that he was happy that his sons, Dr Hassan Mohi-ud-Din Qadri and Dr Hussain Mohi-ud-Din Qadri are following him in this journey of scholarship, adding that these are the very people by looking at whom one derives the satisfaction that the future of Pakistan is in safe hands. He said that every person should read this book written on the topic of the Constitution of Medina, especially the legal circles and politicians should make it a point to study it to get an informed perspective.

The prominent scholars from the Arab world who spoke in the ceremony via the video link included Shaykh Dr Ujail Jasim al-Nashami al-Azhari, Shaykh Saood Ahmad al-Najada, Prof Dr Khalid Abd-ur-Razzaq, Dr Muhammad Salim al-Heehi al-Barmavi, Shaykh Osama Isa al-Shaheen, Prof Dr Muhammad Nasr al-Dusuqi Labban, Dr Hani Muhammad al-Mahdi, Prof Muhammad Jasim Sayyar, Dr Murad Abdullah Bara al-Janabi, Prof Muhammed Dr Abdur Raheem al-Buyumi, and Prof Dr Ahmad Shibal. They appreciated the quality of research and congratulated Dr Hassan Mohi-ud-Din Qadri on producing such an amazing work of Islamic literature.

Mian Anjum Nisar, vice-president of SAARC Chamber of Commerce, Prof Dr Rusni Hassan, internationally known experts in Islamic finance from Malaysia, Dr Munawwar Sultana Mirza, former vice-chancellor of the University of Education Lahore, Dr Fatima Sajjad, Hamid Khan Advocate, senior advocate of the Supreme Court of Pakistan, Justice (r ) Nasira Javed Iqbal, Prof Dr Hussain Mohi-ud-Din Qadri, Khurram Nawaz Gandapur and Brig. (r ) Iqbal Khan were also in attendance.

Other attendees included students and faculty members from the different Law Colleges, from across the Lahore city. The proceedings of the book launching ceremony got underway with the recitation of the Holy Quran by Qari Abdul Majid Noor. Ain-ul-Haq Baghdadi and Muhammad Farooq Rana conducted the proceedings of the event. Flute master Ustad Baqir Ali, presidential award winner, presented the tune of Allama Iqbal’s kalam.
