Koblenz, Germany – Dr. Hassan Mohiuddin Qadri, Chairman of the Supreme Council of Minhaj-ul-Quran International, delivered a keynote lecture on “The Constitution of Medina & The Concept of the Welfare State” at the Seerat al-Nabvi ﷺ Conference, held at Community Hall, Central Jamia Masjid Aqsa, Koblenz.

In his address, Dr. Hassan Qadri highlighted the Constitution of Medina as the first written constitution in history, emphasizing its unique and comprehensive legal framework. He asserted that, when analyzed through the lens of modern constitutional principles, the Constitution of Medina meets all fundamental criteria of an ideal governance system.

Referencing his two-volume book, “The Constitution of Medina & The Concept of the Welfare State (A Comparative Analysis of the Constitution of Medina and Contemporary Western Constitutions),” spanning approximately 1,100 pages in Arabic and Urdu, Dr. Hassan Qadri detailed his extensive research on the administrative, economic, judicial, legal, and military structures of the State of Medina. He also explored its foundational principles, including human rights, freedom of expression, and international relations.

Discussing the historical significance of the Constitution of Medina, he described it as a groundbreaking social contract between Muslims and other religious communities, designed to foster peace, justice, and coexistence. He underscored how its welfare model offers valuable insights for modern governance, providing a blueprint for contemporary political and economic systems.

Dr. Hassan Qadri’s thought-provoking discourse was highly appreciated by the audience, who lauded his insights on the relevance of Islamic governance principles in today’s world.
